ARM: dts: msm: Increase the max voltage range for LDO21A 

LDO21 is shared between SDCard and USB. For the regulators that
are shared between multiple clients, it is always advisable to
set the max vote equal to regulators max voltage range on the
shared regulator from the clients to make the votes overlapped.
