msm: sde: rotator: enable sde rotator

This is a snapshot of rotator driver from msm-4.14
as of commit 'b20359f8745d (msm: sde: fix compilation
when CONFIG_DEBUG_FS is disabled'). Removed deprecated
smmu api's in rotator driver and replaced them with
new ones wherever applicable.
