msm: ipa4: Fix to update aggregation byte limit for coalescing pipe

For coalescing pipe aggregation byte limit not adjusted with
MTU (1500 bytes) cause packet split into two aggregation packets.
To avoid this scenario add changes to update aggregation byte limit
with correct value.
