clk: qcom: Update user_ctl_val value for PLL

The user control value for cam_cc_plls is updated as per the requirement of
the PLL output.
The cam_cc_slow_ahb_clk_src at reset is enabled, so make sure to enable the
PLL before set_rate.

While at it also update the dispcc PLL L/Alpha value.
