pinctrl: samsung: removing duplicated condition for PINCTRL_SAMSUNG



Now, PINCTRL_SAMSUNG should be enabled with PINCTRL_EXYNOS so we don't
need to add 'depends on' condition already added in PINCTRL_EXYNOS.
