[media] nuvoton-cir: use IR_DEFAULT_TIMEOUT and consider SAMPLE_PERIOD



Switch to using the recently introduced IR default timeout value
(IR_DEFAULT_TIMEOUT) and consider the value of SAMPLE_PERIOD
when calculating the limit count register value.
