drm/msm/dp: configure VSC SDP packet during HDR playback 



VSC SDP packet with pxl encoding and colorimetry info is
transmitted along with HDR metadata during HDR playback.
Current VSC SDP packet is hardcoded with RGB values.
Modify VSC SDP packet to include correct pxl encoding like
RGB or YCbCr4:2:2 or YCbCr4:2:0 based on output video format.
