ALSA: hda - Make CONFIG_SND_HDA_RECONFIG for codec reconfiguration 



Make the codec re-configuration feature selectable via Kconfig,
CONFIG_SND_HDA_RECONFIG.
Also mark it as experimental (as it really is).
