msm: cam: isp: Fix camera preview freeze caused by IRQ handling sequence

Change IFE IRQ handling priority to maintain the correct hardware IRQ
order. Current IRQ handling sequence causes camera freeze due to the out
of order IRQ delivery to the IFE state machine.
