ARM: dts: msm: add device tree support for 8917

Add device tree support for msm8917 and apq8017
using pmi8950/pmi8937/pmi8940. This implementation
is based on snapshot of the msm8917 device tree from
msm-3.18 commit 1e588c1cbd492
("ARM: dts: msm: Add msmgold CDP, MTP and RCM device tree files").
