ARM: dts: msm: Update high-speed PHY parameters for QRD670 DVT 



USB driver read REFGEN status to update BIAS_CTRL2, USB eye
diagram test failure on QRD670 DVT.

Update HS PHY parameters which can pass eye diagram test on
both QRD670 EVT and DVT.
