defconfig: Enable min frequency adjustment for big cluster

Enable the driver to set the policy min of big cluster to
lowest frequency at cluster power collapse enter and set
it to user supplied frequency floor at power collapse exit.
This is to allow the CX rail to go down to the operating
level corresponding to little cluster when big cluster
is in power collapse.
