ARM: dts: msm: Set TXHSXVTUNE0 value to 10 for SDM439 and SDM429 



To improve cross over voltages on SDM439/SDM429, TXHSXVTUNE0
value needs to be changed from default 11 to 10. Add the
appropriate PHY init sequence for the same.
