drivers: bcl_peripheral: Register with thermal core framework

BCL peripheral driver will register the PMIC battery current and voltage
monitoring sensors with the thermal core framework. This makes these
sensor values be monitored by thermal core governor and take appropriate
actions for any threshold violation. BCL driver also exposes the battery
state of charge also as a separate sensor.

BCL peripheral uses the thermal frameworks device tree based
registration for sensors. The device tree allows the users to specify the
threshold and mitigation data for the BCL sensor.
