msm: camera: Add camera common utilities

Add the following common utililty APIs for use by the camera drivers:
  1. IO Util: This utility provides register read/write APIs among
       others with and without memory barrier.
  2. SOC Util: This utility defines the interface and APIs for
       parsing the common DT entries associated with HW blocks like
       regulators, clocks, IRQ, etc. It also provides APIs to
       request/release/enable/disable these platform resources.
