ARM: dts: msm: Enable gpu-quirk-limit-uche-gbif-rw for SDM670



Enable this quirk to limit the number of read and write
transactions from UCHE block to GBIF to avoid possible
deadlock between GBIF, SMMU and MEMNOC.
