arm64: defconfig: Enable QSEE IPC irq bridge

Enables the drivers for bridging an Inter-Processor Communication(IPC)
interrupt from a remote subsystem directed towards Qualcomm Technologies,
Inc. Secure Execution Environment(QSEE).
