Revert "[media] v4l2-compat-ioctl32: Remove code to change address limit"

This reverts commit fb7eb335.

Next upstream merge of LTS 4.9.82 adds a change [1], which
duplicates big amount of changes done in this reverted commit.
Video team suggested to use the upstream.
