power: qpnp-smbcharger: Add POWER_SUPPLY_PROP_MAX_PULSE_ALLOWED property

Use this property to specify the maximum pulses which can be allowed
during HVDCP3. The DT property 'qcom,max-pulse-allowed' can be
specified to initialize this value.
