msm: kgsl: Add the TWOPASSUSEWFI quirk on A6XX 



Set the TWOPASSUSEWFI bit in A6XX_PC_DBG_ECO_CNTL on A6XX targets
that set the qcom,gpu-quirk-two-pass-use-wfi boolean in the DT.
This is required to prevent corruption in certain use cases.
