ARM: dts: msm: switch to CPRh management of VDD_APC0 and VDD_APC1 on SDM845

Replace the VDD_APC0 and VDD_APC1 stub regulator devices with
CPRh regulator devices.  These can actually control the physical
regulator state based on virtual corner requests from OSM
hardware.
