clk: qcom: Remove certain BCR reset references on SDM845

Due a hardware requirement, BCR clients need to update their
code to set and clear the force-memory bits of any affected
SREG_PSCBCs that might be under the BCRs control.
In order to enforce that, remove the references to BCRs with
SREG_PSCBCs in the clock driver. They will be added on a
need-by basis after assessing the clients needs and after
making sure that they follow the required work-around.
