defconfig: arm64: Enable CONFIG_QCOM_CPUSS_DUMP for MSM8953



Enable CONFIG_QCOM_CPUSS_DUMP for MSM8953 to add support to dump
various hardware entities such as the instruction and data tlb's
as well as the unified tlb.
