driver: soc: wcnss: fix WCNSS SSR make device reboot issue

WCNSS IRIS and core regulator will be re-configured repeatedly
during WCNSS subsystem restarting and sometimes that can cause
the whole system resetting. By this path, the WCNSS IRIS and
core regulator resources will be released after booting up normally.
