msm: camera: icp: axi bandwidth fixes 



Vote consolidated ipe bandwidth only on one ipe client
path, otherwise the bandwidth voted to bus driver will
be doubled and increases axi clk rate. Reduce icp bandwidth
from 100mb to 40mb as icp doesn't need more than 40mb bw.
