Resolve conflict between commits:

  fbffe892 ("locking/atomic, arch/arc: Implement atomic_fetch_{add,sub,and,andnot,or,xor}()")

and:

  ed6aefed ("Revert "ARCv2: spinlock/rwlock/atomics: Delayed retry of failed SCOND with exponential backoff"")
