ARM: dts: msm: specify QDSS clock for SPMI debug bus on SDM845

The QDSS clock must be enabled in order for the SPMI debug bus
to operate successfully on SDM845.  Specify this clock in the
SPMI debug bus device tree node so that it is enabled during
SPMI transactions.
