Revert "soc: qcom: Use a deferrable timer base for the msm watchdog"

For some targets, when all cores are in shallowest idle state (wfi),
then watchdog is not going to freeze its counter.
Due to this commit, timers are not guaranteed to run precisely.
Hence watchdog can get triggered before watchdog pet timer runs.

So revert the 'commit c850fd8a ("soc: qcom: Use a deferrable timer
base for the msm watchdog")'.
