wlan: Update the flags for the vendor commands

Whenever a vendor command is invoked it will be checked against its
flags which defines the conditions of netdevice state these commands
can be invoked.

With the new changes of creating sme session on the IFF_UP the flags
of of certain vendor commands had to be updated to
WIPHY_VENDOR_CMD_NEED_RUNNING.
