regulator: cpr: Remove temperature based closed-loop enable/disable

The 4.9 thermal framework is using cooling device concept and
the existing temperature based CPR closed-loop enable/disable
support in CPR regulator driver is no more required. Hence
revert 'commit 6d64c4c7aabf ("regulator: cpr-regulator:
Enable/disable closed-loop CPR on temperature")'

While at it, fix compilation errors for msm-4.9 kernel.
