/e/OS updates recovery even if "update recovery" is toggled off

Hi!

I installed /e/OS 1.1-20220628199797 on my Samsung Galaxy S9 startlte this week, and although I had toggled "update recovery" in developers' options, my recovery (TWRP) was still replaced by /e/OS'.

Reinstalling TWRP only took a few minutes since I had access to my computer, but if I had been on the move, I would have ended up with an up-to-date OS, but without Magisk (which is a must for me). The biggest issue here is that the installer doesn't honor the option to not update the recovery.

(The same happened to a friend with his S9 too)
