FP6: adapt oem tap to wake implementation into powerhal

* OEM implements tap to wake by setting 2 for enabling and -2 for disabling
* Adapt the same into power hal extension instead of modifying framework
* Remove requirement of ~500ms delay in between taps
* Fix state inconsistency when feature is turned off
