hal: Add vendor legacy usb hal for Gaming

Introduce vendor specific legacy usb hal for Divar Gaming
File is copied directly from AOSP legacy usb hal
Modification done:
     Add logic to split audio and haptic data,
      and write to their respective cards.
     Fixed CFI errors for out_get_channels, and
      in_get_channels due to signature mismatch
