hal: expose offload functions only for offload playback 

- Expose compress offload related functions only when
  AUDIO_OUTPUT_FLAG_COMPRESS_OFFLOAD is set.
- Do not use them for direct PCM format to avoid unnecessary
  calls to compress driver.
