Square and Circle buttons missing on lock screen apps

## The problem

When an app is shown on the lock screen, such as is supported by Organic Maps, the only button available in the navigation bar at the bottom is the "back" button (the triangle). However, this triggers app-specific functionality such as stopping navigation in Organic Maps. This means I cannot unlock my phone without stopping navigation, which isn't great.

On stock Android, all three buttons (triangle, square, and circle) appear on the lock screen, with the exact same version of Organic Maps. This lets people unlock the phone without stopping navigation. So, there seems to be something e/OS does differently than stock Android.
I had the same problem on my previous phone with LineageOS, so this seems to be a problem there that is inherited by e/OS.
**Steps to reproduce**
* Configure Android to use the navigation bar at the bottom with the three buttons (triangle, square, and circle).
* Install and launch [Organic Maps](https://f-droid.org/en/packages/app.organicmaps/) (or any other app with lock screen functionality).
* Lock the screen by pressing the power button.
* Press the power button again to open the lock screen. Organic Maps shows up.
* Expected behavior: there are all 3 buttons at the bottom.
* Actual behavior: only the "back" (triangle) button is available.
