better recovery path for parental control PIN

## The problem
if parents forget the PIN to the parental control feature, they can only recover through the factory reset. This will also remove all data of the children.
The PC PIN needs a safeguard that preserves the data of the person using the phone.
## Context
Despite the best effort of the warning text, users assume there's always a non-destructive recovery path available (through email etc). Users just do not take the text to heart, putting the childrens data at risk later on.
> Please carefully save and remember this password/PIN as it'll be needed for future changes or for disabling the feature
> When the password/PIN is forgotten, the only solution to make changes or disable the feature is to factory reset the device through recovery mode
## Proposal
if /e/OS had a built-in password manager on-device and a multiuser concept within PC, one could save the PIN to the parent-account. That's a big, interdependant wish though.
Making mandatory emailing the PIN to one's own mail account could be a workaround, but then, not every device does have a setup mail account, especially not devices dedicated to be used by kids.
