## The problem
**PhotoPickerActivity is not visible on the screen (i.e. completely unseen on the screen to user), yet it appears in screenshots**
**Steps to reproduce**
1. Open Settings app -\> System -\> Users
2. Click "You Owner" under the Users text
3. Click the default account picture icon under the User info text
4. In "Choose a picture" page, click the gallery icon next to the camera icon
5. The UI keeps spinning, yet the photo-picker dialog remains unseen on screen; hit the screenshot combo and it shows up in the capture picture.
