Comment action buttons hidden by browser toolbar on mobile at gitlab.e.foundation

## The problem
GitLab’s issue page at https://gitlab.e.foundation/ has a usability bug on mobile browsers: the browser’s toolbar overlaps and hides the comment action buttons (Comment, Cancel, Comment and reopen), especially when editing the comment field. This interferes with user interaction, making commenting difficult or impossible.
**Steps to reproduce**
1. Open https://gitlab.e.foundation/e/backlog/issues on a mobile browser (e.g., default /e/OS browser).
2. Go to an issue and attempt to add a comment.
3. Tap into the comment field.
4. Observe the action buttons at the bottom of the page.
**Current behaviour**
- The browser toolbar overlaps with the GitLab action buttons.
- The buttons (Comment, Cancel, etc.) are partially or fully hidden.
- The toolbar occasionally disappears but not reliably.
- This occurs with or without the virtual keyboard open
- Independently on virtual keyboard activated
**Expected behaviour**
- The comment action buttons should be fully visible and accessible regardless of the browser toolbar state.
- The page should allow scroll or adjust layout to avoid this UI overlap.
