FP4: Reaching charging control limit triggers a fast charge/non-charge loop

## Summary
Using charging control with a percentage limit will trigger charging/non-charging loop when reaching limit.
## The problem
**Steps to reproduce**
1. Go to Settings -> Battery -> Charging control
2. Enable charging control and set limit to 80%
3. Charge the phone and wait for it to charge up to 80%
**What is the current behavior?**
Phone will show non-charging/charging notification in a loop indefinitely until disconnected from a charger. It will also show charging/non-charging battery icon in status bar. I suspect the actual battery charging is also restarting and stopping in a loop.
**What is the expected correct behavior?**
Phone stops charging the battery for good and keeps level of battery charge while using it.

This issue is not happening for FP3 so it seems to be FP4 specific.
