All phone calls show as 'Unknown' when 4G and/or Wi-Fi calling are enabled

## Summary
When one or both of 4G Calling or Wi-Fi Calling are enabled all incoming calls are shown as 'Unknown', regardless of whether the caller is saved in Contacts or not.
## The problem
**Steps to reproduce**
1. Add person to Contacts with phone number
2. Turn on 4G Calling or Wi-Fi Calling or both
3. Receive call from contact
**What is the current behavior?**
Contact shows as 'Unknown'
**What is the expected correct behavior?**
Contact shows as contact's name.
## History
This issue seems to have been first [reported on the /e/ forum](https://community.e.foundation/t/all-calls-come-up-as-an-unknown-caller-even-when-they-are-in-my-contacts-list/23836) four years ago, and shortly before that [on the Fairphone forum](https://forum.fairphone.com/t/bug-android-10-fp3-unknown-caller/64254?u=ingo) by users of the stock Android ROM (then Android 10).
This issue was reported here 2 years ago as https://gitlab.e.foundation/e/backlog/-/issues/3078 and closed without resolution.
This bug has a very nasty interaction with the 'Block unknown callers' setting; namely, because all callers are mistakenly considered 'Unknown', all calls are blocked.
The format in which the phone number saved for the contact is written (i.e., with or without dialing code) does not make any difference.
## Solutions
**Workaround**
The four-year-old workaround presented in the Fairphone thread of [disabling 4G Calling and Wi-Fi Calling](https://forum.fairphone.com/t/bug-android-10-fp3-unknown-caller/64254/6) still works.
