What is the current behavior?

long press only offers option to move the icon or uninstall the app. To view the app's settings, we have to enter the settings, apps, all apps, scroll down, and open. Too many taps.

What is the improved behavior?

Long press and release on an icon to open its settings. Long press and drag, to move the icon.

What does it bring?

Less taps to access frequent settings (such as change permissions or kill an app).
