FP4: user accounts stopped working after upgrade to 3.3

The problem

I have a main (private)and a secondary (work)work user on my FP4. After the most recent upgrade, only the main user is able to use the phone. Switching to the secondary user results in a black screen with just the "back" button on the bottom visible. The button is not responsive. I can switch back to the main user via the hardware button (user switching UI still works).

If i create a new user, the new user faces the same problem.
