Background not displaying properly when in a folder

The problem

When opening a folder on the home screen, the background immediately loses a lot of its resolution and un-displaces itself, with not form of fading animation. It does not look blurred in an aesthetic way, it just looks bad. When leaving the folder, the background returns to the normal resolution only after the animation has finished. If you set up a mode and change the its display settings to dim the wallpaper, the it does not get dimmed inside folders, resulting in a very startling change of brightness on top of the loss in quality.
Steps to reproduce
- change the wallpaper to something with medium to high levels of detail
- create a new mode in settings, and under display settings, enable "Dim the wallpaper"
- create a folder on the home screen by dragging two apps together
- click on the folder to open it
- click outside the folder to go back
- note the sudden change in brightness, detail, and position when performing the previous two steps
