Not possible to manually "Allow background usage"

The problem

Activating the toggle "Allow background usage" in the settings for an app doesn't add this app to the list "App battery usage" with the filter "Unrestricted". In fact, all apps listed under "Unrestricted" are preinstalled apps that have a toggle, which is locked in the "on" position.
After activating "Allow background usage" for an app, the app "Tresorit" still asks for the permission to run in the background. This suggests that this toggle is not effective.

- The list of unrestricted apps, where Tresorit is missing, but Phone is listed.
- The settings screen of Tresorit (manually activated).

Steps to reproduce
- Open the Settings > Apps > App battery usage
- Set the filter to "All apps"
- Select a manually installed app and make sure that "Allowed background usage" is on.
- Go back and set the filter to "Unrestricted".
