Missing feature from FPOS: Always-On-Display (AOD)

Summary

Support the Android feature "Always-on-display". FP6 supports it from hardware side, Fairphone OS (stock FP Android) does support it from software side.

Description

What is the current behavior?

• The feaure and setting "Always-on-display" (Setting-Display) is not present
• Apps like "LED Blinker" cannot use the feature "Always-on-display" and have to use a workaround, which results in battery consumption of about 2-3% PER HOUR! (see this topic)
• The difference (afaik): with the workaround the display+driver has to be turned on, all OLED pixels=black exept the desired pixels as replacement of the notification LED. If the native-AoD-feature could be used the feature should be much more power saving.

What is the improved behavior?

• the feature and setting AOD should be work like in the stock FP android version and can be used be other Apps
• here Fairphone states, that the AoD exists and it function has already been improved in FP6.QREL.15.122.0 - so please make feature parity also in /e/OS as fast as possible!

What does it bring?

• less battery consumption for using apps as replacement of the notification LED
