parental control: screen time limit not enforced reliably

The problem

With parental control enabled, the screen time limit is not enforced reliably. Quite often the actual screen time exceeds the configured limit, but the apps are not greyed out as they should be. In such a situation, disabling and re-enabling parental control (with the same screen time limit configuration) will immediately lock the device for the rest of the day. However, the problem returns.

Steps to reproduce

It is not clear to me how to reproduce the issue. It appears quite randomly, after a couple of days maybe. We have to guess whether the screen time has been exceeded, then disable and re-enable the parental control to test if the device was affected by this issue again.
