Show notification icons in status bar when privacy option is NOT enabled

Current behavior

Currently it is just possible to enable notification icons to be shown in the status bar for each of the Advanced Privacy options "App tracker", "Location" and "IP address" when the concerning option is enabled.

Here you can adjust these notification settings:

Settings --> Notifications --> App settings (Choose 'All Apps' and in the three-dot-menu 'Show system apps') --> Advanced Privacy

What is the improved behavior?

As many users will have enabled Advanced Privacy by default and may disable it just temporarely on demand it is not really helpful when the concerning notification icon are always visible when the Privacy setting is enabled and are disappering when it will be disabled.

What does it bring?

For these users it would be better to show a warning icon when an Advanced Privacy option is disabled. It is just an inversion of the current behaviour!
