FP4: Unified Push only works if the screen is on and app (Element, Fluffy) is open

The problem

With our FP4 (2 x), Unified Push only works when the phone is on and the respective app is open. I can’t say for sure since when this has been the case, but it worked with 2.5 (no longer with 2.8a14 and 2.9a14).
