Applications "Notes" looping at choice between" choose a account" or "use local notes"

Summary

when i launch application "Notes" , it open a welcome page with 2 choices between "select an account" or " use local notes". If i choose "select an account" and select my murena account. it's go back to this welcome page. If i choose use local notes , it's going back to welcome page too. No way to move forward and use the application
