Bliss blur effect should be optional

Summary

Bliss version introduced in 2.6.3 re-introduces a 'blur' effect at the bottom of home screen.

Issue is : it is annoying for some users.

Home screen being the main interface to a phone, it feels important to let people feel at home there. Forcing such a change feels really bad.

Making this optional would be really nice.

What is the current behavior?

Bottom line of home screen has a blurred background effect.

The blurred effect comes from this commit apparently.

What is the improved behavior?

Bottom line should have same background, without effect, as the remaining of the screen.

What does it bring?

Readability / usability / respect users choice.
